PR #29 merged: feat: enable @claude to create PRs and perform GitHub operations

Summary

  • Add write permissions so @claude can push branches and create PRs
  • Add capabilities prompt so Claude knows it can use gh pr create, gh pr merge, etc.
  • Fix model specification (use claude_args not model input)

  • stubs/.github/workflows/claude.yml.stub - Template for installed projects

Test Plan

  • Merge this PR
  • Create a test issue with @claude implement X and create a PR
  • Verify Claude creates the PR directly instead of providing a link
